The Riga pilot in conversation on the VHF, at the time the photo was taken he was organising a lift home, the ship heading to sea, him home.

A wall mural in the outer port of Riga with depiction of the great Neptune, Rex Maris. Looks a bit on the Soviet art style, I could be wrong.
